"God with us" means God the Father was with in plan and purpose in that He gave Israel his son Jesus, born of a woman, born under Law, for the salvation of their sins.

There is no reason to suppose 'God with us' is intended to mean 'God occupying the same space as us' where Jesus is identified as that God. This preconceived notion is read into the text for the sake of Trinitarian tradition without regard for the context of Isaiah 7:14 or Matthew 1:23 and Matthew's intention. Furthermore, God will not occupy the same space as humans until Revelation 21:3.
